The Tlicho Community Services Agency is a unique organization
responsible for the delivery of education, health and social services
within the Tlicho region. The Tlicho Community Services Agency's vision 'Strong Like Two People' is a metaphor for the desire by community leadership to build an organization, and create programs and services that recognize the strength and importance of two cultures.
The goal of the Tlicho Community Services Agency (TCSA) is to improve the health, wellness and education of the Tlicho communities by providing a range of easily accessible, integrated programs and services to all people. The Agency manages the delivery of Education, Health, and Social programs and services in the NWT communities of Gameti, Behchoko, Wekweeti, and Whati.
The current organizational structure is an interim step in the development of self-government in the Tlicho communities and is expected to evolve over time through the experiences of the Agency and the needs of the communities. The Tlicho Community Services Agency implements both GNWT mandates in education and health and social services as well as the Tlicho Government program initiatives.
This position reports directly to the Chief Executive Officer. This position is one of two directors who report to the CEO which makes up the TCSA Senior Leadership team. The other position is the Director of Education.
The Director of Finance and Corporate Services is responsible for monitoring and reporting on a budget in excess of $30 million. Over 230 people work for the Tlicho Community Services Agency as employees, delivering both GNWT and Tlicho Government services and programs. Reporting to this position are the TCSA Manager of Finance (4 positions), TCSA Regional Office Manager.
The operation of the TCSA impacts program delivery and contributes to the achievement of Tlicho Government and GNWT Department of Education, Culture and Employment (ECE) and Department of Health and Social Services (H&SS) goals and objectives. This also directly impacts the ability of residents to live healthy lives and prepare for higher education and employment.
The Director of Finance and Corporate Services is responsible for providing advice, support, and TCSA policy direction to the CEO, other Directors/Managers and the Agency board members. This includes managing Agency finances and administration; managing all TCSA facilities, equipment, vehicles and leases; management of technology systems; liaising with the Department of Human Resources for staffing, leading and managing staff as directed by the CEO; developing policies and complying with statutory requirements under the Education Act, Hospital Insurance and Health and Social Services Administration Act, Financial Administration Act and the Public Service Act, as well as other applicable acts and regulations.
A critical role of this position is to communicate and consult with a wide range of internal and external groups including staff; the Department of Education, Culture and Employment, the Department of Health & Social Services, the Tlicho Government and other Territorial and Federal government organizations.
The incumbent participates in, and contributes actively, to activities and decisions of the TCSA Senior Management Committee re total Agency operations to ensure that the most appropriate decisions are made, and the most effective action taken, to achieve overall board goals and objectives. Difficulties encountered include resolving conflicting priorities and demands for services, working with peers who may not be fully familiar with interdisciplinary settings, and the need to make decisions at all times with due regard for the Tlicho culture and traditions.
The leadership and managerial challenge faced by the Director of Finance and Corporate Services is to provide consistent, timely and high quality financial and non-financial Reports to both internal and external users.
Typically, the above qualifications would be attained by a professional accounting designation and a Degree in Finance/Accounting or Management Studies plus 7 years progressively more responsible work experience preferably in a large organization or government setting including 4 years of direct management experience is required.
