About the Job

Department Information

The Minister and the Department of Finance have the mandate for obtaining, managing and controlling the financial resources required to implement the Government of the Northwest Territories' policies and programs.  This mandate includes negotiating major financial arrangements with the federal government, providing analysis and advice to the Financial Management Board, and ensuring that financial and information resources are managed effectively, efficiently and economically. The Minister and Department are also mandated with regulating the insurance industry and controlling the sale of alcohol products in the Northwest Territories.

 

Job Information

The Manager, Financial Reporting and Collections is accountable to the Assistant Comptroller General for the preparation of the Governments consolidated financial statements (section I of the Public Accounts), non-consolidated financial statements (section II of the Public Accounts) and other financial reports, on a timely basis. Production of the Public Accounts and other reports are required by statue for tabling in the Legislative Assembly within statutory timelines. The incumbent supervises a staff of nine (9) employees (four (4) directly, five (5) indirectly) in the course of administering and supervising the timely recording, reconciling and reporting of transactions, collection of outstanding receivables, timely entry of tangible capital assets and reconciliation of GNWT bank accounts and other general ledger accounts

Candidates must have experience in the preparation of consolidated and non-consolidated financial statements.

Candidates should also have thorough knowledge of accounting theory, Generally Accepted Accounting Principles PSA standards and guidelines (financial reporting standards for the public sector). Candidates will require excellent management, interpersonal, and organizational skills.

Typically, the above qualifications would be obtained through acquisition of recognized accounting designation (CA, CMA, or CGA) and five (5) years plus of progressive accounting experience, including the complete responsibility preparation of complex consolidated and non-consolidated financial statements.

The salary for this position starts at $58.73 per hour (approximately $114,524.00. per annum) plus an annual Northern Allowance of $3,450.00.
